Every matter shouldn’t come down to a choice between replace vs. repair. What about reinvent?

Will simply restoring the structure to its previous condition add value? Will failure reoccur if nothing else changes? Is there an opportunity to build for the future? Is it better to do nothing at all? How can we bring all parties around a solution that delivers added value and reduced risk?
